Update - I corresponded with the Kaiser manager and he concurred that line and service personnel can and should inform customers about the no-fuel fee (and offered to reimburse it for me). Therefore, I am hopeful that conditions will get better.

Be cautious of the Kaiser facility fee trap—I was charged $150 for my Aztec because I opted not to purchase fuel. It turns out that only 10 gallons are required to waive this fee, so I felt quite foolish for not realizing the consequence. The total charges for five hours of parking and using the restroom twice amounted to $293.86. This breakdown included $58.86 for landing, a $150 penalty for not buying fuel, $65 for parking, and $20 for miscellaneous charges. I plan to avoid Kaiser in the future whenever feasible.
